Caribbean region – Is certification required for the different Caribbean countries?

A question we are often asked here at I.C.M are what countries in the Caribbean area have national regulatory certification requirements.

Many clients are under the impression that they are free to import their equipment into the different Caribbean countries without the need for any certification.

Given our knowledge on the certification requirements for I.T, RF and Telecom requirements for this region we are well placed to give out the correct advice and guidance.

The main thing to note that the vast majority of countries accept FCC or ETSI reports so no further tests are required.

We have produced the below table to best summarise each country requirement for the certification of RF-Telecom and IT equipment.

Eastern Europe – Keeping track on the requirements for certification

Latest News 

This month’s compliance update centres around Eastern Europe with a look at the requirements for several countries in this region.

With the exception of Belarus and the Ukraine all other regulatory administrations allow for the acceptance of EU-FCC reports and will not require any further testing.

Most radio frequencies are aligned with international frequencies such as DECT, Bluetooth, WLAN etc..

There are some countries where you will need an in-country representative to legally hold the certification.

Moldova Guide to type Approval

Over the years ICM have helped certify a whole range of products for the Moldovan market. Our expertise, knowledge and contacts allows us to offer the fastest and most cost effective route to market. Below is a summary of the process for certification in Moldova for Telecom / IT equipment.
All Telecom equipment (RF-Telecom, I.T and any networking equipment) placed on the market in Moldova must comply with the Communication Legislation of Moldova.

The agency involved with the process of type approval and licencsing in Moldova ‘ISC’ require a formal assessment of the equipment and application documents before the approval to import the equipment can be granted.
Assessment involves sending test samples to the Moldovan test laboratory as tests must be carried out in the accredited lab in Moldova, testing outside Moldova is not permitted. The laboratory does accept ETSI / FCC test reports as a means to reduce testing but additional safety-EMC and Telecom tests are required.

A formal application for testing and certification has to be submitted by a local registered Moldovan company, ICM have a local partner who assist in this process. The application will be reviewed and permission to start tests will proceed the initial review. Once tests are completed test reports are produced and sent onto the certification body for the final approval.
The type approval certificate is valid for a period of 3 years after which renewal is required. A sample of the equipment must be re-submitted in order to achieve your renewal.

With respect to labelling for Moldova, The national type approval mark is required either on the product where possible or the user documentation.

African Emerging markets – Keeping track on the requirements for certification

At I.C.M we are continuously managing multiple product certifications in a number of countries around the world

The African continent is becoming of increased interest to many of our clients who are launching products into these emerging economies. One of the key problems when tackling emerging markets is to define the regulatory body and what there procedures are.  To complicate matters further there are many African countries who do not yet have any regulatory procedures.

To keep on top of regulatory changes we have an on-going programme to track regulatory changes as they happen. This allows ICM to inform our clients on the changes as early as possible and to formulate the quickest and most cost effective routes to markets.

Guinee -

The regulator body in Guinee is currently looking to develop and implement Telecom and RF regulatory procedures. As such they are not granting any approvals until the new regulations are in force. Current time frame for the new regulations is from July 11 onwards.

Mauritania -

The regulator body in Mauritania is currently looking to develop and implement Telecom and RF regulatory procedures. As such they are not granting any approvals until the new regulations are in force. Current time frame for the new regulations is from Aug 11 onwards

Recent Changes to regulatory procedures in Thailand, Indonesia, Malaysia, Ukraine, Yemen and Uzbekistan

Over the past few weeks ICM have been alerted to changes to the regulatory requirements for Telecommunication and Wireless communication equipment in a number of countries we are active in. ICM believes in sharing this news our clients and associates. The latest news for these markets is as follows:

Thailand -

The Thai authorities from May 2008 will now regulate all radio communications equipment, this includes Bluetooth, RFID, 802.11 etc... Any of these products are now subject to mandatory certification requirements. In the past some low powered radio devices were exempt from certification.

Indonesia -

The Indonesian regulator has just published a new Telecommunication law, which stipulates that all applications for product certification must have an appointed local representative, office or dealer based in Indonesia. You will not achieve product certification without a local representative.

Malaysia -

The Malaysia regulator Sirim has now changed their regulatory standards for both Telecommunication and Radio communication equipment. This means that both FCC and ETSI standards are now accepted, no more testing is required. Saving time and money to market in Malaysia!

Ukraine -

The Ukraine regulator will at the end of June 2008 publish new Zigbee standards for radio communications equipment. From the end of June 2008 it will be possible to have Zigbee products approved for the Ukraine.

Yemen

The Yemen regulator has just published a new list of Telecommunication and Radio communication standards, based on FCC and ESTI requirements. Compliance for Radio equipment will be based around the new standards.

Uzbekistan

The Uzbekistan regulator will at the end of June 2008 publish new standards for radio communications equipment. From the end of June 2008 it will be possible to have many more radio products approved for the Uzbekistan.

A WiMAX World Wide Regulatory Overview – P1

At ICM we are constantly monitoring the approval requirements for new technologies.

We have seen an upsurge in interest for managing the worldwide WiMAX product certification projects. The main issues surrounding the approval requirements for WiMAX technologies are the standards and the frequency assignments for the technologies.

Both the WiMAX standards and frequency assignments are in the early stages of adoption planning. When tackling WiMAX worldwide certification it requires careful consideration and planning in the development phase. The key questions to be addressed prior to the launch of your WiMAX compliance project are :

- Is WiMAX available in our target countries?
- What are the accepted regulatory standards?
- What frequencies are available for my equipment?

Assessing the regulatory requirements for WiMAX products is an on-going exercise, something that ICM have assigned resource to in keeping our approvals intelligence upto date.
